On a tear-off where the existing decking is sound but under-nailed, the fix is often as simple as adding structural panels over the existing boards, or re-nailing to a tighter schedule — edge nailing as close as every six inches instead of the wider spacing common on older work — so the deck behaves as one continuous panel instead of a collection of loose boards.
Where the connections matter just as much as the panel itself is at the rafter-to-top-plate joint and at gable end walls, which is where hardware — seismic straps and clips rather than a few toenailed common nails — gets added during the same work. A new deck on top of weak connections underneath it is only half the job.
Does a full reroof automatically trigger this kind of work?
Not automatically, but a full tear-off is when it gets found, because it's the only point in a roof's life where the decking is actually exposed and inspected rather than assumed. A recover — a new layer over the old one — skips that inspection entirely, which is one real argument against recovering an older roof just because it's the cheaper option in the moment.
Does the roofing material itself make a difference to how the roof performs?
Yes, and it's a weight question as much as a material question.
